Imports

General Import Guidelines
  • Imported goods must be accompanied with an International Waybill , a Commercial Invoice, and a Packing List
  • Importers in Saudi Arabia are required to have a Commercial Registration number
  • Imported goods must conform to licensed activities of the importer
  • All importers are required to include payment method "for imported goods" detailing bank name, payment date and reference number with Customs Declaration. Failure to comply with this regulation may delay entry of goods
  • Imported goods into Saudi Arabia must have the country of origin printed or embossed physically on each item; for example "made in China", "made in Japan", etc. The country of origin must also be stated on the Commercial Invoice, failure to comply with this regulation will prohibit entry of the goods
  • Validity period with ingredients should be labeled in Arabic for food items in accordance to regulations
  • HS Codes must be stated clearly on Commercial Invoice. If the HS Codes are not stated, Customs will determine proper HS Codes based on the goods based on the stated description

Import Duties and Fees

  • The customs valuation is based on CIF (Cost, Insurance and Freight) which means that the amount used to assess customs duty is the sum of cost of goods, insurance and shipping cost to Saudi Arabia
  • Customs tariff on imported goods varies between 5% to 12% levied on CIF value. For full details on the applied customs tariff, please refer to Reference (1) Saudi Arabia Customs HS Codes and Tariff
  • International express or courier imports with declared value below SAR 375 (USD 100) are duty free
  • Goods with declared value of more than a SAR 375 (USD 100) will be treated as normal cargo goods, and will require a formal customs clearance


Goods originating from Arab League Member States

Saudi Arabia is a Member State of the Arab League, accordingly goods originating from Arab League Member States will benefit from customs duties

To benefit from Arab League customs exemption a Certificate of Origin is required, accompanied with a Commercial Invoice


Goods originating from Gulf Co-operation Council (GCC)

Saudi Arabia is a Member State of the GCC, accordingly goods originating from GCC Member States will benefit from customs duties

To benefit from GCC customs exemption a Certificate of Origin is required, accompanied with a Commercial Invoice

Duties Exemption

A number of goods are exempted from customs duties. Below are some of the applied exemptions:
  • Goods addressed to government or semi-government agencies
  • Raw materials for manufacturing in Saudi Arabia destined for companies holding industrial license
  • Goods originating from any GCC member state as long as 51% of the factory equity is owned by a GCC national
  • Personal effects addressed from one individual to another and within a reasonable quantity for personal use only. Personal effects must be second hand
  • Companies, agencies or projects that have official exemptions letters from the Saudi Arabia government

Imports Required Documents

Import regulations vary depending on both Declared Value of Goods and Clearance Port in Saudi Arabia

Due to the sheer volume of imports processed in Dhahran Port (King Fahad Causeway) there is a higher value limit than that allowed by customs authorities on other Port. The following table shows the needed documents required to clear goods:

(SASO) certificate

Saudi Arabian Standard Organizations (SASO) is a conformity certificate which is required to ensure all imported goods will meet SASO’s standards of the following goods:
  • Mobile phones
  • Computers, Electronics and Electrical Products
  • Auto spare parts
  • Cosmetics
  • Toys
  • Chemical products
  • Perishables
  • CDs of all kind

Packages shipped under International Express mode

All incoming packages valued at USD 100 or more to destined to businesses in Saudi Arabia need to have the Commercial Registration Number of the business (importer) written (printed) clearly on Waybill. If package is destined to individuals in Saudi Arabia, the full receiver name, and national ID (for Saudi citizens), or residency number need to be written (printed) clearly on Aramex Waybill or shipment labels

Exports

When exporting goods from Saudi Arabia some documents and regulations will be applied before the exit of goods to the destination. Failure to submit required documents may delay goods when exporting


Exporters need to include the following documents with their goods:
  1. Original Commercial Invoice
  2. For certain goods, a strategic export license is required. Example where these licenses are needed include: military, dual-use, chemicals, technological, medicines, and radioactive material. For more information

  • All exported goods might be inspected by Customs Authorities

Prohibited / Restricted Goods

Aramex will not transport goods that are prohibited by the laws or regulations of Saudi

In accordance to Aramex Shipping Policy, the following items are not acceptable for transport by Aramex:
  • Monetary items including currency, fake money, and coins
  • Publications that are offensive to religions, morals, human rights or aims to cause corruption and disorder
  • Narcotics and drugs including heroin, opium, drugs raw material (powder, liquid), cannabis leaves, etc.
  • Gambling related games or items
  • Counterfeit goods covering all brands of clothes, machinery, shoes, electronics, watches etc.
  • Fireworks
  • Chemical waste and nuclear waste
  • Ivory and ivory products*
  • Furs*
  • Jewelry, precious metals , stones, articles or antiques of exceptional high value*
  • Bullion*
  • Hazardous as defined in IATA Regulations*
  • Ammunitions*
  • Human remains, including ashes*
  • Animals, plants, food items and perishable*
  • Pornographic related material
  • Christmas Trees
  • Laser pens or pointers
  • Used tires or retread tires
  • Toys or statuettes representing animals or human beings
  • Products labeled made in Israel
  • Pork meat in any kind, shape or form
  • The Holy Qur’an (allowed for exporting)
  • Articles representing and/or depicting members of the royal family or the Saudi armed forces
  • All kind of Alcohol beverages, or items containing alcohol as an ingredient

* Certain items which are listed above as prohibited items may be accepted by Aramex on a contractual basis; if exporter / importers and the ability to comply with all applicable regulations


Any violation of the above prohibitions may cause the following:

  • Confiscating the goods
  • Penalty starting from SAR 75,000(USD 20,000)
  • Both importer and exporter may be blacklisted in Saudi Arabia

Some goods require approval from the designated authority prior to importing into Saudi Arabia. Some examples are shown below:
The following goods require authorization from the designated authority before the goods depart the origin:
  • Medicine
  • Perishables
  • Food items
  • Cosmetics
  • Dangerous goods as defined per IATA
