Imports

General Import Guidelines
  • Imported goods must be accompanied with an International Waybill, a Commercial Invoice, a Packing List, and an original Certificate of Origin. Please refer to “Imports Required Documents” for more details
  • Imported goods must conform to licensed activities of the importer
  • The importer must have an Income Tax number from the Income and Sales Tax Department
  • All imported goods into Jordan must have the country of origin printed or embossed physically each item; for example "made in China", "made in Japan", etc. The country of origin must also be stated in the Commercial Invoice, failure to comply with this regulation may lead to returning goods to origin with no pre notification
  • Except for food and pharmaceuticals; the Customs Authorities may subject imported goods to testing by the Jordan Standards and Metrology Organization to ensure conformity
  • Arriving goods are inspected by the Customs Authorities and HS Codes are assigned to imported goods accordingly.

Import Duties and Fees
  • The customs valuation is based on CIF (Cost, Insurance and Freight) which means that the amount used to assess customs duty is the sum of cost of goods, insurance ( 1% of the total Commercial Invoice ) and shipping cost to Jordan
  • Generally the declared CIF amount on Commercial Invoice is accepted, but Customs Authorities might estimate a different value based on their inspection
  • International express or courier imports (apparel) with declared value below JOD 100 are duty free
  • Goods (apparel) with declared value of more than a JOD 100 will be treated as normal cargo goods, and will require a formal customs clearance
  • Customs duties vary from 0- 30% to be levied on CIF. For more information on customs tariffs, you can refer to Reference (2) Jordan Customs Tariffs / Subsequent amendments (Arabic)
  • In addition to customs duties, the following fees apply on the CIF Value:
    • 2% Income Tax fee
    • Stamps and other fees
    • 0.02% Apposition (service) fee
  • The 16% sales tax is applied on both the CIF and duties values
  • Intoxicating liquors and tobacco are subject to 200% customs duty on the CIF value
  • If importer does not provide the Import License Certificate, a fee of 2.5% is applied on the CIF value


The following are trade agreements with Jordan that can benefit from customs reduction rate. To benefit from customs duties reduction / exemption, Certificate of Origin accompanied with Commercial Invoice / EUR1 are required for shipment valued at USD 1,000 and above
  • Arab League
  • Euro-Med

Goods must be originated from the same country it’s made in , in order to get reduction / exemption.

Duties Exemption

A number of goods are exempted from customs duties. Below are some of the applied exemptions:
  • Imports for non-dutiable authorities and organizations
  • Diplomatic goods
  • Raw materials for manufacturing in Jordan destined for companies holding industrial license
  • Used personal effects

Imports Required Documents

General Imports

Import Declaration is processed in the event of goods being imported into Jordan from other countries. The below documents are needed:

  • Original Waybill
  • Original Commercial Invoice
  • Original Certificate of Origin approved by Chamber of Commerce at country of origin (If country of origin is not stated on the Commercial Invoice)
  • Original Packing List (detailed)
  • Import License
  • Clearance Authorization letter guaranteed by a local bank
  • Income Tax number


Re-Export

Import Declaration is processed in the event of importing goods into Jordan for purpose of re-exporting. The below documents are needed:
  • Original Waybill
  • Original Commercial Invoice
  • Original Certificate of Origin approved by Chamber of Commerce at country of origin (If country of origin is not stated on the Commercial Invoice)
  • Original Packing List (detailed)
  • Import License
  • Clearance Authorization letter guaranteed by a local bank
  • Income Tax number


Temporary Import - Exhibition / Repair and Return

Upon entry of goods into Jordan on temporary basis for the purpose of taking part in an exhibition or repairs / maintenance, a deposit amount equivalent to customs duties has to be made for the benefit of Customs Authorities. The deposit is refunded upon exporting the goods. If the goods are not being exported the deposit is forfeited. The below documents are needed:
  • Original Waybill
  • Original Commercial Invoice
  • Original or copy of the Certificate of Origin approved by Chamber of Commerce at country of origin (If country of origin is not stated on the Commercial Invoice)
  • Original Packing List (detailed)
  • Clearance Authorization letter guaranteed by a local bank
  • Income Tax number
  • A Bank guarantee with the estimated custom duties value must be presented to the Customs Department. This guarantee will be returned back when the goods are re-exported
  • Letter from licensed company/exhibition authorities showing purpose of entry, period, quantity, description and value of each item showing serial numbers
  • An approval from Customs Department and Ministry of Industry and Commerce must be obtained prior to import of goods for an exhibition

Exemption for Exhibition can be obtained after providing a letter from Customs Department and Ministry of Trade. The Bank Guarantee of total duty and taxes should be offered to customs

Exports

When exporting goods from Jordan some documents and regulations will be applied before the exit of goods to the destination. Failure to submit required documents may delay goods when exporting


Exporters need to include the following documents with their goods:

  1. Original Commercial Invoice
  2. Formal Customs Declaration if goods’ value is at or above JOD 500 (equivalent to USD 706) for commercial goods or JOD 1,000 (equivalent to USD 1,412) for individual goods. Fee: JOD 70 (equivalent to USD 100) per shipment presented to customs authorities
  3. For certain goods, a strategic export license is required. Example where these licenses are needed include: military, dual-use, chemicals, and radioactive material

Important Notes
  • All exported goods might be inspected by Customs Authorities
  • Aramex will not transport goods that are prohibited by the laws or regulations of Jordan

Transiting Goods

Transiting Goods through Jordan can only remain for 90 days from the date of arrival into the country

To process Transiting Goods, the following documents are needed:

  • Original Waybill stating that goods are “In Transit”
  • Original Commercial Invoice
  • Original or copy of the Certificate of Origin approved by Chamber of Commerce at country of origin (If country of origin is not stated on the Commercial Invoice)
  • Original Packing List (detailed)
  • Clearance Authorization letter guaranteed by a local bank
  • Income Tax number

Prohibited / Restricted Goods

Aramex will not transport goods that are prohibited by the laws or regulations of Jordan

In accordance to Aramex Shipping Policy, the following items are not acceptable for transport by Aramex:
  • Monetary items including currency, fake money, and coins
  • Publications or advertising printed materials that are offensive including for, cigarettes, alcoholic, religions, morals, human rights or aims to cause corruption and disorder
  • Narcotics and drugs including heroin, opium, drugs raw material (powder, liquid), cannabis leaves, etc.
  • Gambling related games or items
  • Counterfeit goods covering all brands of clothes, machinery, shoes, electronics, watches etc.
  • Pornographic related materials
  • Fireworks*
  • Ivory and ivory products*
  • Furs*
  • Jewelry, precious metals , stones, articles or antiques of exceptional high value*
  • Bullion*
  • Chemical waste and nuclear waste
  • Hazardous items as defined in IATA Regulations*
  • Ammunitions*
  • Human remains, including ashes*
  • Animals, plants, food items and perishable items*
  • Metal detectors
  • Remote controlled helicopters


* Certain goods which are listed above as prohibited may be accepted by Aramex on a contractual basis, if exporters / importers are able to comply with all applicable regulations
